Elmcrest Hospital, later St. Francis Care Behavioral Health, was a small psychiatric facility in Portland, Connecticut. Opened in 1942, the campus incorporated three historic mansions, including a childhood home of 1800s businesswoman Elizabeth Jarvis Colt. The facility was purchased by Saint Francis Hospital in 1997, and in 1998, the hospital underwent increased scrutiny when an 11-year-old patient died while being restrained by an employee. In 2003, inpatient services at the campus were discontinued, and patients were relocated to the Saint Francis Mount Sinai campus.

Also in 2003, the Portland campus was sold to Hartford, which continued its activities, outpatient services and partial hospitalization for children and adolescents on the website through your branch of the Rushford center. Rushford discontinued operations at the site circa 2006. In 2006, developers proposed the construction of apartments and shopping center anchor supermarket. The plan drew criticism, as two of the three historic homes located on site will be demolished. The plan was active until at least 2009, but as of 2014, the campus remains vacant and no demolition has not occurred.

In August 2014 in Portland received a grant of USD 50.000 from the Connecticut trust for historic Preservation, under their brilliant initiatives of cities. In early 2015, the city used a grant to hire a consultant to help development with the hope to restore historic structures in an economically viable redevelopment. Public groups, such as our motto of the Advisory Committee of campus and the Portland historical society also tries to encourage the restructuring that preserves the structure. On February 1, 2018, the Portland planning and zoning Commission voted unanimously to approve the Brainerd location of development for the site is expected to include a mix of apartments and retail, with preservation of two historic homes and relocation of HART Jarvis house on a site overlooking the Connecticut river and the Arrigoni bridge.
