Elachista nipponicella is a moth of the family Elachistidae that is found in Japan.

Length of fore wings is 2.6–3.5 mm 0.10–0.14 in men and 2.8–3.6 mm 0.11–0.14 in women. The front wings of males are grayish or gray-brown, speckled with pale color and with white markings. Females have a dark grayish or blackish forewings is often speckled with whitish markings on the basal half. There are probably several generations per year.

The larvae feed on ciliare Wheatgrass, fescue parvigluma viridis foxtail, and several unidentified species of grasses. They mine the leaves of their host plant. The shaft extends from the base of the tip to the base. It is generally a full-depth mine, varies from oblong to linear. The excrement is in the old part of the mine. Pupation occurs outside the mine under a dense silk web.
