Notocelia rosaecolana is a moth of the family Tortricidae. It is found in the Palearctic ecozone, where it has been recorded from China, Mongolia, Korea, Japan, Iran, Central Asia, Russia and Europe.

The wingspan is 15-20 mm. a Moth is reminiscent of Notocelia trimaculana and Notocelia roborana. Adults are on wing from late may to August in Western Europe.

Larvae feed on a variety of roses, including Rosa multiflora, Rosa Dauria and Rosa rugosa.
